ABOUT US

Philosophy

Van Buskirk, Ryffel and Associates, Inc. is a planning firm specializing in state of the art Population Projections to Build-out, its Interactive Growth Model™, Growth Management and Comprehensive Planning. The principals of the firm have over 65 years of combined experience in all aspects of planning. We are firmly committed to completing our projects in concert with, and after establishing, a staff team made up of a local community’s own governmental staff.  We have found this approach saves on consultant fees, is expedient and efficient in terms of gathering local information, promotes consensus between the decision-makers and community staff, and is an educational opportunity for community staff in terms of cutting edge technology.  After the development of a tailored Interactive Growth Model for a community, appropriate staff members are taught to update the growth model and provide information to user requests.

About Paul Van Buskirk:

Paul Van Buskirk, Ph.D., AICP, P.E., is the recipient of the Charles Evans Hughes Award from the American Society for Public Administration, for “courageous, resourceful, and imaginative work in municipal government and its future development.”  Dr. Van Buskirk was featured, along with other alumni’s, on the cover of Rensselaer’s Catalog celebrating its 150 Anniversary as representative of its graduates applying engineering sciences to urban problems.  His career as an engineer, city planner and urban modeler has spanned over four decades of service to cities, counties, states, and private developers throughout the country and overseas.

Dr. Van Buskirk taught for several years at Rensselaer Polytechnic Institute in the Urban and Environmental Studies Program and also was the co-author of several published studies on urban modeling.  He has been a guest lecturer at Yale, St. Lawrence, and the University of Florida and is the author of a book on a case study of comprehensive physical, social, and economic planning.  He has been designated as a fellow at the New York State Academy of Public Administration and a former member of the Development Regulations Council of the Urban Land Institute.

Dr. Van Buskirk is a licensed engineer in three states, a Charter Member of American Planning Association, and American Institute of Certified Planners.   He is the author and designer of the Interactive Growth Model™ and the author of several comprehensive plans. He received his undergraduate degree in engineering from Rensselaer Polytechnic Institute and his Masters of Science and PhD from Barry University. He is President of Van Buskirk, Ryffel and Associates.

About Carleton Ryffel:

Carleton Ryffel, AICP has over 34 years of experience in all aspects of planning in both the public and private sectors. He was the Planning Director for Sanibel Island, Florida, Princeton, New Jersey and Cape Coral, Florida, during which time he was responsible for comprehensive planning and implementation, zoning and department management. Mr. Ryffel was also the Environmental Planner and Zoning Administrator for the City of Gainesville, Florida. In the private sector, he had his own planning firm for over 17 years, planning, zoning and designing over 400 development projects and presenting land use amendments. He is a charter member of both the American Planning Association and the American Institute of Certified Planners, and was a Licensed Professional Planner while serving in New Jersey. He is an acknowledged expert in planning and has provided testimony from the local to federal levels. Locally, Mr. Ryffel is the Vice Chairman of the Local Planning Agency and the Chair of the Land Development Code Advisory Committee, where he has been appointed and reappointed for over 20 years by the Board of County Commissioners.

Mr. Ryffel holds a Bachelor of Science degree in Geology and a Master of Science degree in Urban and Regional Planning, both from Florida State University and is the Vice-President of Van Buskirk, Ryffel and Associates, Inc.
